Tribal Nations Housing Development Assistance Program

The Tribal Nations Housing Development Assistance Program (TNHDAP) is a one-of-a-kind source of flexible funding to support the affordable housing needs of the 12 federally recognized tribal nations within the borders of Michigan. Administered by MSHDA with a supporting grant of $3 million from FHLBank Indianapolis, the TNHDAP marries capacity and knowledge-building technical assistance with grant dollars to assist tribal leaders in developing housing solutions that meet the unique needs of their communities.

Administered in multiple stages, initial funding provided support for individual outreach and assessment of the housing needs in each tribal community, informing a housing finance and development toolkit tailored directly to tribal housing needs. Following from the toolkit, the program supported a series of two-day tribal convenings and training sessions throughout 2024. Alongside technical assistance from the National American Indian Housing Council, convenings focused on building knowledge and making connections across the stages and types of affordable housing development, with each of the twelve tribes participating in at least one of the sessions.

Subsequent funding releases have provided pre-development grants to support a variety of early-stage housing development costs, including archaeological and environmental surveys, market studies, architect and development consultant fees and more, as well as gap funding grants that will help cover construction costs. To date, pre-development and gap funding grants through TNHDAP have helped fund Native-led housing projects that will create more than 400 new affordable units across eight of the twelve tribal communities.

Building on this momentum, the 2026 Building Michigan Communities Conference will host a dedicated tribal housing track to support continued engagement with the housing needs of tribal communities located in Michigan.
